「駁二藝術家進駐計劃 (PAIR)」啟動於2015年,以當代創作扶植、藝術教育推廣、國際交流及在地社群共好為核心精神,邀請世界各地藝術家進駐駁二藝術特區。2019年創辦「駁二浪宕計畫」,旨在串聯國際港灣城市藝文機構,關注城市與文化的流動性議題,開啟國際對話與合作。回望過去,駁二浪宕計畫以「浪宕」二字所蘊含的流動性與不確定性為起點,串連全球港灣城市之藝文機構,展開跨地域的議題探問;同時邀請在地空間與創作者深耕在地脈絡,回應高雄作為國際港灣的城市蛻變與歷史記憶,並藉由國際論壇建構跨國港口與工業城市間的駐村經驗交流平台。
今年度論壇與「高雄國際鋼雕藝術節」攜手,以高雄深厚的工業底蘊為起點,在城市持續擴展的動態歷程中,試圖觀照與重構當下的城市性格。「剛質」不僅指涉在地產業的物質屬性,亦表徵了文化與社群的韌性;而在「潮汐」般日夜交替的流動節奏中,藝文實踐以亦剛亦柔的姿態穿梭其間,跨界鏈結技術、勞動、材料與創作的網絡,為城市鍛造出未來樣態。
本屆論壇將聚焦於這股剛柔並濟的跨域動能:從在地創生與品牌的剛性扎根、港灣節慶與駐村的流動對話,以「水」與「剛」為生命介質的微觀職人誌,透過這些經驗的拼貼與辯證,共同為流動的港灣城市尋找嶄新的敘事座標。
The Pier-2 Artist-in-Residence (PAIR) program, launched in 2015, is grounded in the principles of supporting contemporary artistic creation, promoting arts education, fostering international exchange, and engaging local communities. It invites artists from around the world to undertake residencies at the Pier-2 Art Center. In 2019, PAIR initiated the “Pier-2 Waving Waves Community (Pier-2 WWC)”, which aims to connect art and cultural institutions across international harbor cities, addressing issues of urban and cultural fluidity while fostering international dialogue and collaboration. Reflecting on its trajectory, Pier-2 Waving Waves Community used the fluidity and unpredictability of "waving waves" as a starting point to connect art institutions in port cities worldwide. It prompted cross-border conversations while encouraging local spaces and creators to anchor themselves in local context—echoing Kaohsiung’s evolution and historical memory as an international harbor city. The international forum further created a platform for sharing residency experiences across global port and industrial hubs.
Partnering with the Kaohsiung International Steel & Iron Sculpture Festival, this year's forum takes Kaohsiung’s rich industrial foundation as its springboard. Amid the city’s constant dynamic growth, it seeks to reflect on and reshape its current identity. "Rigidity" represents both the physical qualities of local industry and the resilience of its culture and community. In the tide-like rhythm of day-and-night flow, artistic practices move with a balance of toughness and grace—linking technology, labor, materials, and creative networks to forge the city’s future.
The forum centers on this dynamic blend of strength and softness: spanning the firm roots of local placemaking and branding, the fluid conversations of harbor festivals and residencies, and intimate artisan profiles centered on "water" and "solidity." Through these interwoven experiences, we together chart new narrative coordinates for an ever-moving harbor city.
DAY 1 設計論壇 →製造現在,排練未來 |MAKING THE PRESENT, REHEARSING THE FUTURE
一件物件的形成,從來不只是設計的結果。材料、機械、製程,以及製造現場中人的經驗與判斷,都共同參與其中。「製造現在,排練未來」透過兩場分享與對談,從不同角度重新觀看設計與製造的關係。
第一場以日本 Miyoshi Industry 與 Akaoni 的長期合作為案例,從品牌、產品開發到實際生產,探討設計如何進入工廠,以及製造知識如何被重新看見。第二場則邀請駐村設計師 Thomas Thwaites 與 Théophile Blandet,從材料、製程與工業系統出發,分享各自的實踐,以及在高雄製造現場展開的觀察與實驗。
兩場活動從既有的製造知識出發,也共同思考:當設計、材料與不同形式的知識在製造現場相遇,我們如何重新理解正在形成的物件,並想像下一種製造的可能?
第①場:當工廠遇上設計|Tedeudede – Playful Metal:設計如何改變製造,製造如何改變設計
「當工廠遇上設計」以 Miyoshi Industry 與 Akaoni 合作的 Tedeudede – Playful Metal 為案例,從品牌、產品開發到製造過程,探討設計師、職人、材料與機械如何共同形塑物件,以及工廠既有的製造知識如何透過設計被重新看見。
第②場:物件如何成形?|Thomas Thwaites 與 Théophile Blandet:從材料、製程到工業系統
一件物件如何成形?本場邀請英國設計研究者 Thomas Thwaites 與法國藝術家、設計師 Théophile Blandet,從各自的實踐出發,探討材料、技術、製程與工業系統如何影響物件的生成。作為今年駐村設計師,兩人也將分享在高雄接觸工廠、材料與在地製造現場的觀察,以及駐村期間逐步發展的實驗與創作方向。
An object is never shaped by design alone. Materials, machines, processes, and the experience and judgement of people involved in making all contribute to its formation. Through two sessions of presentations and conversation, MAKING THE PRESENT, REHEARSING THE FUTURE examines the relationship between design and manufacturing from different perspectives.
The first looks at the long-term collaboration between Miyoshi Industry and Akaoni, exploring how design enters the factory and how manufacturing knowledge can become visible in new ways. The second brings together designers-in-residence Thomas Thwaites and Théophile Blandet to share their practices and their observations and experiments with materials, processes, and industrial systems in Kaohsiung.
Together, the two sessions consider how encounters between design, materials, and different forms of knowledge might reshape how we understand the objects being made today, and open up possibilities for how we might make differently in the future.
Panel ①|When Design Meets the Factory|Tedeudede – Playful Metal: How Design Changes Manufacturing and Manufacturing Changes Design
When Design Meets the Factory explores Tedeudede – Playful Metal, a collaboration between Miyoshi Industry and Akaoni. Through branding, product development, and manufacturing, the talk examines how designers, craftspeople, materials, and machines collectively shape objects, and how factory knowledge can become visible in new ways.
Panel ②|How Things Take Shape|Thomas Thwaites and Théophile Blandet: From Materials and Processes to Industrial Systems
How does an object take shape? This session brings together British design researcher Thomas Thwaites and French artist and designer Théophile Blandet to explore how materials, techniques, processes, and industrial systems shape the making of objects. As this year’s designers-in-residence, they will also share their observations from encounters with factories, materials, and local manufacturing in Kaohsiung, as well as the experiments and creative directions that have gradually emerged during their residency.

DAY 2 藝術行動:從進駐到交會 Articulating Actions: From Residency to Encounter
藝術行動的足跡如何進入城市以及人們的日常生活?藝術的發生之於一座城市,不僅是美的點綴、促進集體藝術感知的啟蒙,更深刻紀錄了地方過去到現在的歷史及文化傳承。如何以藝術行動跨越專業領域隱形的牆,為民眾打開一扇門,將創作語彙寫入日常、藉由真實的參與體驗傳遞背後想訴說的故事,讓藝術得以平鋪直敘的呈現在展場以外的各個生活角落,成為觀者每日疊加而上的五感經驗。
本場論壇邀請到臺灣藝術家郭奕臣,以及日本橫濱BankART1929、Creative Folkestone英國福克斯通三年展團隊,等辦理水岸節慶的重要推手,共同分享從藝術駐村到策辦活動的脈絡、以及背後的酸甜苦辣,深入對談彼此是從何種角度出發、又是在哪一個交會點,讓藝術與在地民眾的生活產生共鳴。
How do the footprints of artistic action enter a city and its daily life? Beyond decorative value or aesthetic awakening, art in a city serves as a deep record of local history and cultural heritage. By crossing the invisible boundaries of professional fields, artistic practice opens doors to the public—weaving creative vocabularies into everyday life and conveying stories through embodied experiences, allowing art to settle naturally into spaces beyond traditional galleries as part of citizens' sensory memory.
This forum brings together key figures in waterfront cultural initiatives: Taiwanese artist Kuo I-Chen, alongside curatorial representatives from BankART1929 (Yokohama, Japan) and Creative Folkestone (Folkestone Triennial, UK). Speakers will share their journeys from art residencies to festival curation, discussing their practical perspectives and the precise intersection where art resonates with local community life.

DAY 3 城市人物誌 City Portraits
一個城市如同一幅巨大拼圖,由無數領域和各個面向所組成;而生活其中的人們則如拼圖中的海洋,每一個細小、平凡的身影都是構築、凝聚這片海洋的核心,本場論壇以「城市人物誌」為題,邀請到引水人和打鐵工藝師,透過不同職業的視角分享、回望港灣城市,在日夜的勞動中如何建立產業與自己的關係、也探討產業背景與城市之間過往至今的牽引。
第①場|城市人物誌:引水人的日與夜
人們對於「引水人」這個職業的了解有多少?作為大小船隻進出港口的守護者,變化無常的風浪與海象是他們每日要面對的考驗,而要取得引水人的身分,背後需歷經十年以上的努力和體力的鍛鍊,從風向、各項數據、以及水深的掌握皆深刻在他們的身體經驗中。本場論壇邀請職業引水人深入分享海上實務經驗,以及如何看待高雄港灣的日夜更迭與潮起潮落。
第②場|城市人物誌:打鐵島嶼記事
一座城市的工業背景可以如何影響產業的流動?本場論壇邀請到鐵火手造負責人徐奕承,來分享他從接手數十年的鍛造機具開始,到走訪臺灣各地田調、磨練鍛刀工藝,以自身經驗從「鐵」的來源與技術環境,追溯臺灣「打鐵文化」的脈絡,以及工藝師如何思考「打鐵」的本質,並探討這項工藝如何在當代城市生活與產業演變中找到新的定位。
A city is like a puzzle, assembled from countless domains and dimensions. Its inhabitants are like the ocean within this puzzle—every small, everyday figure forms the core that builds and gathers these waters. Under the theme "City Portraits," this forum brings together a harbor pilot and a blacksmithing artisan. Through the lens of these distinct professions, speakers look back on our port city to share how daily labor shapes the relationship between industry and self, while exploring the deep, ongoing connections between industrial heritage and urban evolution.
Panel ① | City Portraits: The Maritime Pilot's Day and Night
How much do we truly know about the profession of a harbor pilot? As guardians guiding vessels of all sizes into port, they face the constant test of unpredictable winds and turbulent sea conditions daily. Becoming a certified pilot requires more than a decade of dedicated perseverance and rigorous physical training; mastering wind patterns, real-time data, and water depths has become deeply embedded in their bodily experience. This forum invites a professional harbor pilot to share first-hand maritime experiences and offer unique reflections on the day-to-night rhythms and shifting tides of Kaohsiung Harbor.

How can a city's industrial background shape the flow of local industries? This session features Syu Yi-Cheng, founder of T.H Knife, sharing his journey from taking over decades-old forging machinery to conducting extensive fieldwork across Taiwan to hone his knifemaking craft. Grounded in his own experience, he traces the lineage of Taiwan's blacksmithing culture—examining raw iron sources and technological environments—while exploring how artisans reflect on the core essence of blacksmithing and how this traditional craft redefines its place within contemporary urban life and industrial evolution.
