【 論壇緣起 】
台灣ICT產業能扶搖直上，半導體代工更傲視全球，固然歸功於眾多企業家丶科學家丶工程師的嘔心瀝血，也得利於地緣政經板塊的挪移，但無可否認，當初那一批丶甚至兩三代專業官僚領袖和菁英確實為此兆元產業打下了堅實且無私的基礎，為全面回顧檢視這五十年來的發展，並汲取經驗和教訓，2024年6月29日台大社科院與孫運璿學術基金會丶李國鼎科技發展基金會丶中華民國艾森豪獎學金基金會合作舉辦了「WE CAN再創兆元產業」科技人文論壇，聚焦討論台灣ICT和半導體產業發展脈絡丶成功路徑。台大前任孫震校長丶李嗣涔校長，台積電曾繁城董事，廣達梁次震副董事長，宇智顧問吳志揚董事長，玉山科技協會盧超群副理事長，前政務委員蔡玉玲律師，潘冀建築師夫婦等均出席與會。
2025年AI浪潮更甚，台灣更是站上C位，我們望能透過論壇的擴大舉辦，迎風而上丶審視當下丶眺望未來，思索如何開創三十丶四十年後台灣的下一個兆元產業。

【 Forum Background 】
Taiwan’s ICT industry has soared to global prominence, with semiconductor foundries leading the world. This success is not only the result of the relentless dedication of countless entrepreneurs, scientists, and engineers, nor solely due to shifts in geopolitical and economic landscapes, but also built upon the firm and selfless foundation laid by one—if not two to three—generations of professional bureaucrats and leaders.
To comprehensively review and reflect on the past fifty years of development and to draw lessons for the future, the College of Social Sciences at National Taiwan University, together with the Sun Yun-suan Academic Foundation, the Lee Kuan-ting Foundation for the Development of Science and Technology, and the Eisenhower Fellowship Association of the Republic of China, held the “WE CAN: Re-creating the Trillion-Dollar Industry” Forum on June 29, 2024. The event focused on Taiwan’s ICT and semiconductor industries, their developmental trajectories, and pathways to success. Distinguished attendees included former NTU Presidents Sun Chen and Lee Si-chen, TSMC’s Chang Fan-cheng (Board Member), Quanta Vice Chairman Liang Ci-zhen, Yu Zhi Consultants Chairman Wu Zhi-yang, Monte Jade Science & Technology Association Vice Chairman Lu Chao-qun, former Minister without Portfolio Tsai Yu-ling (Attorney), and architect Pan Ji and his wife.
In 2025, as the AI wave intensifies and Taiwan stands at center stage, this expanded forum aims to look both critically and forward—reviewing the present and envisioning the future—to consider how Taiwan can pave the way for the next trillion-dollar industry in the coming 30 to 40 years.
