活動簡介

台灣與歐洲理念相近國家間的民主夥伴關係日益堅固,作為東亞的民主燈塔和世界上最大的民主集團,雙方致力於維護人權、民主和法治。近年來,歐盟及其成員國越來越重視與台灣的交流,許多國家將台灣視為可靠的合作夥伴,並以具體行動支持台灣。

中東歐國家與台灣有著特殊的情感連結,雙方都有抵抗威權主義的歷史背景。面對當前迅速擴張的假訊息資訊戰和經濟脅迫戰,中東歐國家加強了與台灣的合作,使台歐關係成為價值外交的重要案例。這些共同價值和經歷使我們更加珍惜得來不易的自由。

今年六月適逢歐洲議會大選,近年來歐洲議會推出多項友台法案,許多重量級議員訪台並公開支持台灣的國際參與,顯示出台歐關係的顯著進展。此次座談將探討國會外交如何成為增進台歐交流的重要管道,並討論民主夥伴間如何攜手對抗威權主義的擴張。

同時,台歐非正式但實質的關係也在公共外交、文化交流、數位韌性和安全合作等領域穩健發展。讓我們透過此次論壇,加深彼此了解,深化台歐關係,尋找新的合作契機,共同促進民主、人權和自由的實踐。

▍主持人介紹

📌 葉皓勤 Marcin Jerzewski

歐洲價值安全政策中心在台辦事處主任,亦負責該中心台灣及印太地區相關研究分析工作,其對涉台國際關係以及台灣之內政外交等政策分析常見於各大國際媒體。

📌 范雲

范雲為現任第11屆立法委員,立法院台灣與歐洲社會民主及抗威權國家國會友好連線會長,長年關注性別、人權、教育及深化民主等議題。

📌 Dovilė Šakalienė (視訊參與)

立陶宛社民黨國會議員、立陶宛國會友台小組副主席,曾促成駐立陶宛台灣辦事處成立,使其成為在歐洲第一個以「台灣」名義設立的代表機構,長年致力於發展台灣與立陶宛關係。

📌 Markéta Gregorová (視訊參與)

捷克海盜黨歐洲議會議員,隸屬歐洲議會「外來勢力干預歐盟民主程序(含假訊息)」特別委員會,曾多次隨歐洲議會訪團來台參訪,長年致力於發展台灣與歐盟關係。

📌 馮儒莎 Zsuzsa Anna Ferenczy

國立東華大學助理教授、 歐洲議會前政治顧問。

📌 蘇巧寧

美國奧克蘭大學傳播新聞及公共關係學系副教授,亦為該校之文化與全球化中心主任,曾規劃「東亞系列講座」推廣台灣。

📌 宋承恩

遠景基金會副執行長,英國牛津大學博士候選人,專長為國際公法、國際爭端解決,具備涉外談判經驗,也第一手見證中國在國際組織對台灣的打壓。其對國際關係之分析文章散見於各大媒體雜誌。

📌 華明儀 Armin Ibitz

文藻外語大學歐洲研究所所長暨歐盟經貿觀光園區主任。

 


 

As the largest democratic bloc, the EU has recently deepened its engagement with Taiwan, recognizing it as a beacon of democracy in East Asia and a reliable partner committed to democracy, human rights, and the rule of law. This strengthens democratic partnerships between Taiwan and Europe in the face of global challenges. Central and Eastern European (CEE) countries, with their histories of resisting authoritarian rule, have strengthened cooperation with Taiwan against threats like disinformation and economic coercion, making the Taiwan-Europe relationship a valuable example of values-based diplomacy.

With the recent European Parliament elections, the importance of parliamentary diplomacy in strengthening Taiwan-Europe ties is evident. The European Parliament's pro-Taiwan resolutions, visits by European parliamentarians to Taiwan, and European countries passing bills supporting Taiwan's international participation all demonstrate significant progress in Taiwan-Europe relations.

Beyond formal ties, a vibrant partnership is blossoming through public diplomacy, cultural collaboration, digital resilience, and security cooperation. To explore its potential further, we have assembled a distinguished panel to discuss strategies to solidify the Taiwan-Europe partnership and unlock new avenues for collaboration. Join us in fostering understanding and building a stronger future for Taiwan and its European partners!

📌 Marcin Jerzewski

Marcin is the Head of the Taiwan Office of the European Values Center for Security Policy. He also serves as an analyst contributing to the Center’s research on Taiwan and the broader Indo-Pacific region.

▍Speakers

📌 Yun FAN

Fan Yun is an incumbent legislator with a rich background in both political affairs and academia who also chairs the Taiwan-European Social Democratic and Anti-authoritarian Countries Parliamentary Friendship Network in the Legislative Yuan. She has long been dedicated to issues related to gender, human rights, education, and the deepening of democracy.

📌 Markéta Gregorová (Join Virtually)

Markéta is a Member of the European Parliament of the Czech Pirate Party. She has visited Taiwan multiple times with European Parliament delegations and has long been dedicated to developing Taiwan-EU relations.

📌 Dovilė Šakalienė (Join Virtually)

Dovilė is a Member of the Lithuanian Parliament (Seimas) from the Social Democratic Party and the Vice Chair of Parliamentary Relations Group with the Republic of China (Taiwan). She has been a champion of strengthening relations between Taiwan and Lithuania.

📌 Dr. Zsuzsa Anna Ferenczy

Zsuzsa is an Assistant Professor at National Dong Hwa University and a former political advisor for the European Parliament.

📌 Raymond Chen-En SUNG

Raymond is the Vice President of The Prospect Foundation and a PhD candidate at the University of Oxford. He specializes in international public law and international dispute resolution, with experience in foreign negotiations. He has firsthand witnessed China's suppression of Taiwan in international organizations. His analytical articles on international relations are frequently published in media outlets.

📌 Su Chiaoning

Chiaoning is an Associate Professor in the Department of Communication, Journalism, and Public Relations at Oakland University. She is also the director of OU’s Barry M. Klein Center for Culture and Globalization and a Non-Resident Fellow at Taiwan NextGen Foundation. Prior to her academic career, Su worked as a communication specialist at Ogilvy Public Relations and for several political campaigns in Taiwan.

📌 Armin Ibitz

Armin serves as the Chair of the Graduate Institute of European Studies and the Director of the Wenzao EU Center at Wenzao Ursuline Univeristy of Languages.
