為了因應全球暖化以及氣候變遷帶來的影響,淨零轉型/綠色轉型已是目前全球的共識,臺灣也已宣示要達成淨零排放並提出十二項淨零關鍵戰略,其中,也包含了目前各國在推動轉型時視為是轉型核心價值之一的公正轉型。然而,公正轉型在臺灣社會各界,目前仍相當陌生。有鑑於此,本次論壇希望能邀請社會各界賢達共同瞭解國際公正轉型的發展與概念,並思考臺灣淨零公正轉型的下一步。
In response to global warming and the impacts of climate change, achieving net-zero/green transition has become a global consensus. Taiwan has also declared its commitment to achieving net-zero emissions and has proposed twelve key strategies for net-zero, including the core value of just transition, which is considered essential in the transition efforts of many countries worldwide. However, the concept of just transition remains relatively unfamiliar in various sectors of Taiwanese society. In light of this, this forum aims to invite experts from various fields to explore the development and concepts of international just transition, and to contemplate the next steps for Taiwan in achieving a just transition toward net-zero.

Annegrete Lade Lausten
Annegrete Lausten畢業於丹麥、比利時和法國的大學,並獲得總體經濟學學位。目前擁有25年的國際能源和氣候變遷的專案經驗。她是一位經驗豐富的能源專家,致力於公正轉型,專注於能源部門的社會正義和環境永續。
Annegrete Lausten has 25 years of experience in international energy and climate change projects since graduating as a macroeconomist from universities in Denmark, Belgium and France. She is an experienced energy expert with extensive commitment to the Just Transition, focusing on social justice and environmental sustainability in the energy sector.
Bui Quyen
Dr. Bui Thai Quyen是越南勞動、傷殘及社會事務部下屬的勞動科學與社會事務研究所(ILSSA)的研究員,擁有超過10年的勞動和社會議題研究經驗,包括綠色增長和綠色就業。她最近的研究項目是題為《第四次工業革命對越南資訊技術產業就業的影響》。她也關注公正能源轉型中的勞動、就業和社會議題。
Dr. Bui Thai Quyen, a researcher at the Institute of Labour Science and Social Affairs (ILSSA), which operates under the Ministry of Labour, Invalids, and Social Affairs of Vietnam, possesses over 10 years of experience in studying labor and social issues, including green growth and green jobs. Her most recent work is the study titled “The Impact of the 4th Industrial Revolution on Employment in Vietnam's Information Technology Industry”. The labour, employment and social issues in the just energy transition are also her big consideration.
Hwei Mian
Ms. Hwei Mian Lim是一位獨立顧問,專注於氣候變化、性別和氣候金融。她是聯合國氣候變化框架公約(UNFCCC)婦女和性別代表團的促進委員會 (WCG) 成員。自2017年以來,她積極參與WGC,提供分析、介入,並倡導性別包容和人權,尤其是在氣候行動計劃、巴黎協議第6條、國家自主貢獻(NDCs)和虛假解決方案等方面,在COP空間發表意見。
Ms. Hwei Mian Lim is an independent consultant focusing on climate change, gender, and climate finance. She is a member of the Facilitative Committee of the Women and Gender Constituency (WGC) of the UNFCCC. She is actively involved in the WGC since 2017 providing analysis, interventions, and advocating for gender inclusion and human rights, especially on Gender Action Plan, Article 6 of the Paris Agreement, Nationally Determined Contributions (NDCs) and false solutions, at the COP space.
Jefferson Estela
Mr Jefferson Estela是菲律賓青年為氣候罷課(Youth Strike 4 Climate Philippines)的共同創辦人,該組織是菲律賓青年主導氣候運動之一,專注於通過活動和敘事來讓氣候行動更人性化。同時他也是菲律賓一位橫跨酷兒、氣候正義以及青年議題的跨域運動者以及社區組織者,同時也是一位自主接案的建築設計師。
Mr Jefferson Estela is the co-founder of Youth Strike 4 Climate Philippines (YS4C PH), one of the pioneer youth-led climate movements and campaigns in the Philippines focused on humanizing climate action through activism and storytelling. Meanwhile, he also is a queer Filipino intersectional environmentalist, climate justice and youth activist, community organizer, and freelance architectural designer.
柳美卿 (Mikyung Ryu)
柳美卿一直積极參與國際勞工運動,並致力於加強亞洲工會運動的國際合作。 她曾在國際論壇(如2020年的COP26)上代表韓國工人發出聲音。 她也同時擔任了由韓國民主勞總、法國總工會等發起的社會和生態轉型國際工會論壇的組織委員會成員。
Mikyung Ryu(柳美卿) has been actively engaging in the International labour movement and committed to strengthen the international solidarity among trade union movements in Asia. She has represented Korean workers’ voices in the international fora including the COP26 in 2020. She has also actively involved in building international network among trade unions on the issue of climate change and just transition and as a part of this effort, she served as organizing committee member of the International Trade Union Forum on Social and Ecological Transition initiated by the KCTU, CGT France, etc.
Shyam Desai
英國長期積極推動國際氣候議題的進程,並以英國的氣候轉型經驗、專業及前端科技,支持國際夥伴和促進合作。 公正轉型更為近年來英國氣候行動的重點,確保綠色轉型為包容、正義及公平。戴翔(Shyam Desai)為英國在台辦事處經濟合作與發展處處長,主要協助台英雙邊經濟事務,包括總體經濟、能源、農業議題。他擁有經濟學背景,曾在英國政府各部門服務,在氣候變遷、能源轉型及區域經濟分析有豐富專業。
The United Kingdom has long been a strong driver in advancing multilateral climate agenda. The UK also supports and collaborates with its international partners on climate issues with its thought leadership, best practices and technology in addressing climate. To aim for a just, inclusive and fair transition, the UK is actively taking initiatives and actions to ensure no one is left behind. Mr Shyam Desai currently serves as the Head of Economic Cooperation and Growth Section at British Office Taipei. Academically trained as an economist and with past professional experiences across the UK government, he has rich expertise in climate change and energy transition.

Taiwan Green energy for charity association (TGECA) is a non-profit organization aiming at the promotion of sustainable energy for all. Through green energy charity model, TGECA combines the donation efforts of enterprises and the general public to build solar power systems for the disadvantaged. TGECA is committed to improving inequality in energy transition, promoting energy education, and carbon reduction for vulnerable groups. This not only echoes the United Nations Sustainable Development Goals but also ensures that "No One is Left Behind" in the processes of net-zero and energy transition.
In 2021, TGECA launched the Green Well 100+ initiative, aiming to achieve 100 green energy charity actions by 2030. Until now, the GW100+ initiative has accumulated 30 green energy charity actions in Taiwan. Collaborating with over 10,000 individuals and 20 companies, the initiative has provided assistance to more than 10,000 children, the elderly, and individuals with disabilities.

The Taiwan Youth Climate Coalition (TWYCC) was established in 2009 and officially registered in July 2012. It is the first environmental non-profit organization in Taiwan initiated and operated independently by young people. Comprising members from diverse backgrounds, including students, professionals, and social activists, the coalition is dedicated to advocating and promoting issues related to climate change. Their goal is to ensure Taiwan's achievement of sustainable development, reduce greenhouse gas emissions, and foster sustainable green energy development. 「青年勞動九五聯盟」,是一個由青年工作者、大專院校學生、學者專家組成,無黨無派、獨立自主的公益非營利組織。我們的目標包括: (一)、改善台灣(弱勢)青(少)年的勞動處境與生涯發展機會。 (二)、促進時薪(部份工時)工作者法令上和實際上的勞動保障。 (三)、鼓勵青年勞動者團結參與公共事務、爭取合法權益。 (四)、推廣勞動教育與勞動權益觀念。 其中我們一個最基本的目標,就是要求落實法令:台灣打工族的基本工資應該要讓年輕、弱勢、或中年二度就業的工作者們,能透過取得最基本的生活所需、維持家計、或順利完成學業。
Youth Labor Union 95 is a labor organization focusing on youth labor issue and labor issue in general. Established in 2004, YLU 95 started with a campaign on minimum wage in Taiwan, demanding a minimum hourly rate at NTD95 (approx. USD3). These young workers and students fight their way to fast food tycoon McDonalds and the local café brand 85°C (85 Degree Coffee) and finally in 2007 had the government submission. YLU 95 is also widely recognized among groups which involved in social movements for providing generous support for workers with grievances. The group provides legal consultations, participates in worker-management negotiations, and even organizes press conferences to draw greater attention to these cases. By advocating on behalf of young workers-the cohort most exploited in the labor market-the members of Youth Labor Union 95 strive to achieve their ideals of social change.
