設計作為一門跨領域的學科,從不同領域如人類學、心理學、建築、工程和藝術當中汲取洞見,將之交織為創新解決方案。設計不僅能洞見問題,也能解決潛在的危機與挑戰,以在快速變革的環境中,持續保有韌性。設計的核心是以人為本,強調為使用者創建超越單純美學和功能性的全面體驗。設計的核心也是共創,促進協作並整合多元觀點,以回應複雜的公共挑戰。

前沿設計研究開拓不同領域的創新和跨界解方。在公共領域,設計嵌入政策制定和執行的過程,引導人們採取更好的治理方針。設計與科技之間的共生關係不斷地推進邊界,重新定義可能性的工具和媒介。為了凸顯設計的影響力,將以案例研究探討設計如何作為城市解決方案的催化劑,促進社會、經濟和環境各個面向的韌性。

本論壇特別策劃包含公共政策創新設計、人機互動、城市設計策略與設計影響力等三個主題場次,每場次皆安排國際知名學者分享學術洞見,並與台灣學者座談。講者包括麻省理工學院媒體實驗室副主任石井裕教授,倫敦藝術大學中央聖馬丁學院Lucy Kimbell教授,加州大學聖地亞哥分校設計實驗室主任Mai Thi Nguyen教授,卡地夫都會大學設計研究中心副主任Anna Whicher教授,台灣設計研究院研發長劉世南教授,以及瓦倫西亞大學應用經濟學系Pau Rausell-Koster教授,邀請您一同探索設計的無窮影響力和潛力。

 

▍Introduction

The Taiwan Design Research Institute (TDRI) is dedicated to enhancing the National Innovation System through interdisciplinary, design-driven methodologies. Our mission is to champion design-driven cross-domain integration innovation across the public sector, industries, and society, focusing on enhancing pivotal issues such as public service innovation, sustainable economies, design technology advancement, and industry transformation and upgrade. In 2023, we're hosting the "International Forum on New Frontiers in Design Research" to explore cutting-edge design research topics.

Design is an interdisciplinary subject. It garners insights from diverse fields such as anthropology, psychology, architecture, engineering, and art, interlacing these insights to innovative solutions. Design not only anticipates but addresses potential challenges, ensuring continued resilience in our rapidly evolving world. Its core is the human-centered approach, emphasizing the creation of holistic experiences for users that transcend mere aesthetics and functionality. Central to design is the ethos of co-creation, promoting collaboration and integrating diverse viewpoints to craft solutions to complex public challenges.

New frontiers in design research are pioneering innovative and transdisciplinary solutions across various sectors. In the public realm, design has woven itself into the fabric of policy formulation and implementation, guiding people toward enhanced governance. The symbiotic relationship between design and technology continuously pushes the boundaries, introducing tools and mediums that redefine possibility. To highlight design's impact, we will illustrate case studies that design plays a role as a catalyst for urban solutions, promoting resilience across social, economic, and environmental spectra.

The forum program features three thematic sessions, including design for public policy innovation, Human Computer Interaction, and design strategies and design impacts for cities, with insights from internationally renowned scholars, followed by seminar discussions with Taiwanese scholars. Speakers include Speakers include Prof. Hiroshi Ishii, Associate Director of the Media Lab at MIT; Prof. Lucy Kimbell, Professor of Contemporary Design Practices at the University of the Arts London; Prof. Mai Thi Nguyen, Director of the Design Lab at the University of California, San Diego; Prof. Anna Whicher, Associate Director of the Design Research Centre at Cardiff Metropolitan University; Prof. Shyhnan Liou, Research and Development Vice President of the TDRIand Prof. Pau Rausell-Koster, Professor of Applied Economics at the University of Valencia. 【專題演講一:共創與未來思考的公共政策創新設計】

▍講者:Lucy Kimbell 教授

服務設計、設計思考和設計策略相關的實踐在公共政策制定中逐漸彰顯其重要性。現今許多國家的中央和地方政府內部,已將使用設計方法納入公部門體系,同時,也有與政府合作或與公共議題相關的公民社會組織,抑或是企業也採用這些方法。本演講提供關於這些「公共」設計形式的特色和成果的概覽,資訊來源為最近在英國的研究和實踐。政策制定者遭遇社會和環境挑戰時,面臨不確定性、複雜性和爭議,創新性的回應需要什麼樣的設計能力?共創和未來思考提供二個以設計為基礎的實踐,可以協助調解複雜性和不確定性。然而,研究指出,需要特別的條件才能使設計方法更有效益。展望未來,未來的設計實踐可能會是什麼樣子,對設計領袖和教育者又有什麼含義?

 

Keynote Speech 1: Design for Public Policy Innovation through Co-Creation and Futures Thinking

▍Speaker: Professor Lucy Kimbell

Practices associated with service design, design thinking and strategic design are increasingly visible in public policy making. Design teams and public servants using design approaches are now embedded in central and local government in many countries, as well as in civil society organizations and businesses working with government or in relation to public issues. This talk provides an overview of the characteristics and outcomes associated with these forms of ‘public’ design informed by recent research and practice in the United Kingdom. Given the uncertainty, complexity and contestation facing policy makers grappling with societal and environmental challenges, what design capabilities might be required for innovative responses? Co-creation and futures thinking provide two design-based practices which can aid negotiating complexity and uncertainty. However research suggests that for design approaches to be effective requires particular conditions. Looking ahead, what might future design practices look like and what are the implications for design leaders and educators?

 

【專題演講二:超越像素:為人類表達、溝通和設計而發明實體媒體】

▍講者:石井裕教授

本演講將介紹願景所驅動的設計研究演變 – 由實體位元(Tangible Bits)到基本原子(Radical Atoms) – 介紹系列在媒體、藝術、設計和科學社群所發表和展示的互動設計專案。這些專案強調,能夠吸引和啟發人們的實體互動需要既科學又藝術的嚴謹審查,這一點可由石井裕的座右銘概括:「既要藝術,又要分析。既要詩意,又要務實。」

當今主流的人機互動(HCI)研究主要解決功能性問題 – 使用者的需求、實際應用和可用性評估。而實體位元和基本原子由藝術與電腦科學交會的願景所驅動,使得數位能夠實體化。

藉由給予數位資訊和運算動態物理形式,實體位元和基本原子追求實現人類、數位資訊和物理環境之間的無縫界面,使位元(bits)在我們意識的前景和背景(周邊意識)中,直接可以被操作和感知。實體媒體利用了人類豐富的感官、經由畢生與物理世界互動發展而成的技能,以及透過即時感測和數位回饋所實現的運算反思。

 

Keynote Speech 2 : Beyond Pixels: Inventing Tangible Media for Human Expression, Communication and Design

▍Speaker: Professor Hiroshi Ishii

This presentation will introduce the evolution of our vision-driven design research from Tangible Bits to Radical Atoms, illustrated by a series of interaction design projects that have been shown and exhibited in media arts, design, and science communities. This series emphasizes that the design of tangible interactions that engage and inspire people requires the rigor of both scientific and artistic scrutiny, encapsulated by my motto: "Be Artistic and Analytic. Be Poetic and Pragmatic."

Mainstream Human-Computer Interaction (HCI) research today primarily addresses functional concerns – the needs of users, practical applications, and usability evaluation. Tangible Bits and Radical Atoms are driven by a vision at the intersection of the arts and computer science to make the digital tangible.

Tangible Bits and Radical Atoms seek to realize seamless interfaces between humans, digital information, and the physical environment by giving dynamic physical form to digital information and computation. They make bits directly manipulatable and perceptible in the foreground and background of our consciousness (peripheral awareness). Tangible Media takes advantage of the richness of our human senses, the skills we develop throughout our lifetime of interacting with the physical world, and the computational reflection enabled by real-time sensing and digital feedback.

 

【專題座談:城市設計策略及設計影響力】

城市是開放的、動態的、持續創新的、多模態的複雜系統。設計介入城市治理,賦予城市更好的問題解決能力,實現達到友善、創意、幸福、韌性、永續發展等目標。面臨未來不可預測的挑戰,如何透過設計以人為中心、驅動創新、跨域整合的特質,協助城市達成宜居(livable)及共融(inclusive)的願景?如何能測量城市的設計能量,評估設計對城市的經濟、社會和環境等不同層面的影響力?

「前沿設計研究國際論壇」之「城市設計策略與設計影響力」場次,邀請到卡地夫都會大學PDR國際設計研究中心副主任Anna Whicher教授分享城市發展設計策略的6堂課。加州大學聖地牙哥分校設計實驗室主任Mai Thi Nguyen教授分享設計解決方案如何超越地緣政治邊界,處理複雜的社會挑戰。對於城市設計力的評估,將由台灣設計研究院研發長劉世南教授探討如何以歷程模型探索城市設計力,建講城市設計力診斷系統。瓦倫西亞大學應用經濟學系Pau Rausell-Koster教授則透過OECD的勞動生產率指標,解釋文化和創意如何影響城市表現。

 

Seminar: Design Strategies and Design Impacts for Cities

Cities are open, dynamic, continuously innovative, and multi-modal complex systems. Through design intervention in urban governance, cities can enhance their problem-solving capabilities, achieving goals such as friendliness, creativity, happiness, SDGs, and resilience. Faced with unpredictable future challenges, how can we utilize design's human-centered, innovation-driven, and interdisciplinary integration to help cities realize a vision of being livable and inclusive? How can we measure a city's design capabilities and assess the impact of design on the economic, social, and environmental dimensions of a city?

In the International Forum on Frontiers in Design Research session titled "Design Strategies and Impacts for Cities," we have invited Prof. Anna Whicher, Associate Director of Research at PDR, Cardiff Metropolitan University to share 6 Lessons from Developing Design Strategies. Prof. Mai Thi Nguyen, Director of the Design Lab at the University of California, San Diego, shares insights on design solutions that transcend geopolitical boundaries to solve complex societal challenges. The evaluation of city design power will be presented by Prof. Shyhnan Liou, R&D Vice President at the Taiwan Design Research Institute, to explore city design power through process models and discuss establishing a city design power diagnostic system. And Prof.Pau Rausell-Koster from the Department of Applied Economics at the University of Valencia in Spain will explore models intending to explain how culture and creativity influence city performance through labor productivity indicators (Organisation for Economic Co-operation and Development, OECD).

▍Title: 6 Lessons from Developing Design Strategies

A growing number of governments are integrating design into strategies at city, regional and national level. Drawing on the experience of developing, implementing and evaluating design strategies around the world, this presentation distills a number of key lessons. These include 1) mapping both the design economy and design ecosystem. 2) Using design approaches to develop design strategies. 3) Aligning design goals with wider policy agendas. 4) Focusing on a smaller number of concrete actions. 5) Prototyping, iterating and measuring impact. 6) Infusing design into policy and digital public service processes.

我們的世界日益流通,解決複雜社會挑戰所需要的設計解決方案,必須超越地緣政治的邊界。聖地牙哥(美國)和提華納(墨西哥)兩個城市,因為其長久的歷史以及成功的跨國設計創新而被選為2024年世界設計之都。藉由超越地緣政治障礙,和培養創意的多文化合作而產生新的設計創新機會。並且,善用了兩個國家中共有的大都會區所出現的設計與豐富的多元文化特性,帶來更多的多樣性、創造力和獨創性,體現了邊界生活的精神。

▍Title: Designing Beyond Borders: San Diego and Tijuana

Our world is increasingly interconnected. Solving complex societal challenges requires design solutions that transcend geopolitical boundaries. The binational region of San Diego (United States) and Tijuana (Mexico) was crowned the 2024 World Design Capital in large part because of the long history and successful binational design innovations that have resulted from dismantling geopolitical barriers and fostering creative multicultural collaborations. The designs that have emerged from this binational megaregion leverage the power of diversity, creativity, and ingenuity of a rich multicultural identity that embodies the spirit of life at the border.

▍講題:發展城市設計力指標模型

設計是什麼?有沒有可能評估城市的設計力?台灣設計研究院研發部門,藉由台灣各縣市的數據資料,提出能提供城市設計診斷、推薦策略,特定脈絡與時間軸下的成果預測。「城市」是一個動態、開放的系統,設計力代表它的創意問題解決能力和創新持性,藉由「ABC 流程模型(Antecedent-Behavior- Consequence)」將有可能反應這個動態過程,並引發城市設計力更多種策略組合與可能,以提升設計力對於城市發展的重要性。

▍Title: Developing City Design Power Index Model

What is design? Is it possible to assess a city's design capability? The R&D department of the TDRI, using data from various cities and counties in Taiwan, has proposed a method to provide urban design diagnostics, recommend strategies, and outcome prediction within specific contexts and timeframes. A "city" is a dynamic, open system, and design power represents its creative problem-solving ability and enduring innovation. By employing an "ABC process model" (Antecedent-Behavior-Consequence), it becomes possible to reflect this dynamic process, potentially leading to a variety of strategies and opportunities to enhance design power's importance for city development.

▍講題:設計驅動的創新:以文化和創意活動由微觀成果升級到城市設計影響

根據瓦倫西亞大學文化經濟學與觀光研究中心的近期研究顯示,設計策略方針與西班牙公司內的創新之間存在直接的關聯。然而,加強關注設計和其後的創新後,發現設計策略方針並未明顯地影響績效指標。另一方面,經濟合作與發展組織 (Organisation for Economic Co-operation and Development, OECD) 傾向於利用勞動生產力的指標來解釋文化創意對城市表現的影響。將這兩種觀點整合起來,我們可以推斷設計活動的策略走向。這一模型闡明了文化和創意如何增強城市的表現,並指導設計活動的運用,以支持城市文化部門,進而提升整體績效。

▍Title: Design Driven Innovation: Upscaling from Micro Results to Design Impacts in Cities through Culture and Creative Activities

Recent research from the Research Unit of Cultural Economics and Tourism (Econcult), University of Valencia, indicates a direct link between design orientation and innovation within Spanish companies. However, an intensified focus on design, and subsequently innovation, revealed that this does not evidently impact performance indicators. From another aspect, models have been explored intending to explain how culture and creativity influence city performance through labor productivity indicators (Organisation for Economic Co-operation and Development, OECD). By integrating these two perspectives, it is possible to hypothesize about strategic orientations for design activities. This hypothesis is based on a model elucidating how culture and creativity can enhance a city's performance, guiding the application of design activities to bolster a city's cultural sector for improved overall performance.
