近來東南亞的藝術文化活動與相關議題備受關注，延續2018年的表演藝術生態討論，今年邀請來自菲律賓的馬尼拉藝穗 節藝術總監 Andrei Nikolai Pamintuan，及寮國的芳勞舞團編舞家暨舞者 Noutnapha Soydala，與我們分享其國家的藝術節慶活動。作為2019大稻埕國際藝術節的國際觀察員，他們也將透過在藝術節期間的觀察與想像，帶來更多的經驗分享與交流。
Recently, Southeast Asian arts and cultural events and related issues have received increasing attention. Continuing the performing arts ecology topic of 2018, this year we have invited Andrei Nikolai Pamintuan, artistic director of Fringe Manila of the Philippines, and Noutnapha Soydala, dancer and choreographer of Fanglao Dance Company of Laos, to provide an overview of arts festivals in various Southeast Asia countries. As international observers of the 2019 Tua-Tiu-Tiann International Festival of Arts, they encourage experience sharing and exchanges.

馬尼拉藝穗節 藝術總監 Fringe Manila Festival Director and Board Member
Andrei Nikolai Pamintuan暨是總監也是製作人，他創辦了非營利機構「馬尼拉藝穗節公司」，目前擔任總監一職；該公司負責主辦馬尼拉藝穗節，於2015年2月首次登場，是一個匯聚多元表演風格的藝術節。他目前也是「鳳梨實驗室」（Pineapple Lab）的創意總監，實驗室位於馬尼拉大都會馬卡蒂市波普拉西恩(Poblacion)區，是一個由藝術家經營的藝術空間，主打當代表演節目與跨領域藝術。2018年，Andrei共同創辦了藝穗文創產業公司（或稱藝穗創意）—這是一間新公司，未來將推出一系列在地製作，透過媒體、活動、現場演出等多元手法來呈現菲律賓原創內容與敘事作品。 Andrei最近的工作除了擔任「分享馬卡蒂（Makati Makisalo）：遺產、藝術暨音樂節」（2018年6月）的製作人與節目統籌，同時也身為iDiscover Poblacion App and Map（旅遊資訊地圖波普拉西恩版）的內容共同策畫，與英國文化協會馬尼拉辦事處合作，以地圖形式標記出馬尼拉大都會最古老城區之一的巴塱蓋（Barangay）當地的創意據點、在地組織及文化遺產地標。緊接著，他的新計畫是擔任「1SA：亞洲單獨表演藝術平台（Asian Solo Performing Arts Platform）」節目總監，以及沙盒藝集（Sandbox Collective）劇作「肺（Lungs）」的舞台總監。
Andrei Nikolai Pamintuan is a director and producer. Andrei is the Festival Director and founder of The Manila Fringe Festival, Inc., a non-profit organization, which produces Fringe Manila, a multi-genre international arts festival inaugurated in February of 2015. He is currently the Creative Director of Pineapple Lab, an artist-run art space that features contemporary performances and interdisciplinary arts in Poblacion, Makati City. In 2018, he co-founded Fringe Cultural and Creative Industries, Inc. or Fringe Creatives – a new company that will be producing Filipino productions highlighting original Filipino content and narratives through various platforms in media, events, and live performances. His most recent works include being the producer and program coordinator for the Makati Makisalo: Heritage, Arts, and Music Festival (June 2018). He was co-curator for the iDiscover Poblacion App and Map – a project with British Council Manila, mapping the various creative hubs, local institutions, and heritage landmarks in Barangay Poblacion one of Metro Manila’s oldest historical districts. His upcoming projects are 1SA: Asian Solo Performing Arts Platform as Festival Director and the Sandbox Collective’s staging of Lungs as Director.
Noutnapha Soydala
寮國芳勞舞團 編舞家暨舞者
Noutnapha Soydala(又叫Nout)出生於寮國首都永珍，六歲開始在學校學習寮國傳統舞蹈。2006年她發現了嘻哈舞，同年參加由法籍寮國編舞家Olé Khamchanla指導的現代舞/嘻哈舞工作坊，讓她發展出了對於現代舞的熱情，因為她認為現代舞就是開放、藝術和文化的總成；也就是從那時開始，她陸續和Olé在寮國與法國合作進行多項計畫，包括編舞創作和文化行動。2013年，Nout和Ounla Phaoudom創辦了自己的「芳勞舞團（FANGLAO）」；在與幾個本土和國際夥伴合作之下，舞團於寮國多個省份推出了多場工作坊、演出和文化活動。除了這些文化行動之外，Nout也持續學習不同的舞蹈技巧，像是嘻哈舞、現代舞、爵士舞、芭蕾舞；她也獲得許多參與工作坊的機會，陸續和Jean Guillaume Weis（盧森堡）、Jill Crovisier（盧森堡）、Corp in Situ（盧森堡）、Christina Chan（新加坡）、Arco Renz（比利時）、Isabelle Schad（德國）等舞蹈家或舞團共事。2015年，她與Kham舞團（即Olé的舞團）一起工作並演出他們共創的新作《FangLao》，並在2016年開始海外巡演。
Noutnapha Soydala, "Nout", was born is Vientiane. At age six, she started to learn Lao traditional dances in school. In 2006, Nout discovered hip hop dance. The same year, she participated in a contemporary-hip hop dance workshop directed by the French-Laotian Choreographer Olé Khamchanla. That is when Nout developed her passion for contemporary dance, as a synonym of openness, artistic and cultural mix. Since then, she has been working with Olé on several projects including choreographic creations and cultural actions in Laos and France. In 2013, Nout founded her own company FANGLAO with Ounla Phaoudom. In collaboration with several local and international partners, have organized many workshops, performances and cultural events in different provinces of Laos. In parallel to those cultural actions, She learn different dance technics: Hip-hop, contemporary, jazz, ballet. She had the opportunity to participate in several workshops with Jean Guillaume Weis, Jill Crovisier, Corp in situ (Luxembourg), Christina Chan (Singapore), Arco Renz (Belgium) and Isabelle Schad (German). In 2015, Nout worked and performed with Kham's company on their new creation FangLao and started tour abroad in 2016.

從事劇場管理服務、藝文專案及藝術節慶之策畫統籌、教學等工作多年。近年關注及熱切學習的範疇包括：藝文環境良性發展、藝術的社會參與、多元人才培育機制、跨文化/區域的學習及理解、區域間的文化交流與合作；參與TATT台灣技術劇場協會、PANDA表演藝術網絡發展協會、PAA表演藝術聯盟等民間組織，擔任理事。
As an art manager, she has worked in theatre management, cultural projects development, festival coordination and teaching over 20 years. In recent years, her passion and focus are advocating sustainable development of cultural industry eco-system, social engagement of art, multiple mechanism for talent incubation, cross-cultural learning/understanding, and regional cultural exchange and collaboration.

大稻埕國際藝術節（Tua-Tiu-Tiann International Festival of Arts, 簡稱TTTIFA）為民間發起的獨立藝術節，由Bookstore 1920s、蔣渭水文化基金會及思劇場共同發起，結合許多深耕大稻埕的文化單位，以號召1920年代「狂騷」精神為宗旨，每年10/1-10/31在大稻埕全區舉辦各式展演活動，包含主題節目、系列講座、齊聚街區以及最具知名度的時空劇場－1920變裝遊行。透過創新實驗表演連結在地歷史文化，大稻埕國際藝術節期待成為國內外創作者匯聚交流的平台，讓這個人人手中長出來的藝術節掀起下一波臺灣文化運動的浪潮。
