四、主旨
近年來，全球網路領域科技已經興起新一波的風潮，區塊鏈技術，各國無不將區塊鏈等相關產業納入發展及運用重點，例如:馬爾他更將區塊鏈視為國家戰略，立志成為區塊鏈島。儘管我國向以成為亞太經融中心為目標，電子商務之發展卻落於人後，無論政府或是民間都已經意識到經濟體質再不向鼓勵創新的方向轉換，台灣將沒有明天。
With blockchain
technology, Internet technology has set another trend globally over the past
few years, and many countries have included blockchain and related fields into
the blueprint for industrial development and growth. Take Malta for example.
The Mediterranean island views blockchain as a crucial technology to national
strategies, aiming at becoming a “blockchain island.” Likewise, becoming a
financial hub in the Asian Pacific region has been an established goal for
Taiwan, but the development of e-commerce is falling behind. Both the
government and the public have realized that the prospects of future will be
dim, if the economy does not transform to encourage innovation.
然，因應區塊鏈技術與其帶來的新興領域，即加密貨幣與ICO(Initial
Coin Offering)，國內對於其投資環境的相關法令殘缺不全甚至沒有明確方向與規範。該不明確意味事權分散甚或無主管機關持以作為核心政事項目，以現有環境而言，無異政策孤兒，對於相關領域及產業之發展，實為不利。更進一步而言，在面對區塊鏈金融的發展同時，如何為消費者、投資人把關與保護資本市場的穩定，亦是當務之急。
However, facing
blockchain technology and the emerging fields that come along, cryptocurrency
and ICO, domestic regulations policies for the investment environment are
fragmental, and there is even a lack of clear direction in regulations. The
uncertainties mean the lack of authority and governance, which will hinder the
development of the related fields and industries. Furthermore, it is imperative
that the stability of the capital market is safeguarded for the sake of
consumers and investors.
故希望加速台灣對於該相關產業及領域的規範及推動扶持，為此，特召開公聽會，以集眾智。
Taiwanese legislator, Karen Wan-Ju Yu, therefore, is holding a public hearing on the topic, hoping to facilitate the support and regulation for the field and related industries in Taiwan by gathering opinions from various players.
