Objective
The Royal Institution of Chartered Surveyors (RICS) is the world's leading professional body that accredits professionals within the land, property and construction sectors worldwide. The Assessment of Professional Competence (APC) ensures that candidates are competent and meet the high standards of professionalism required to become a chartered surveyor. The APC is based on candidates achieving a set of requirements and competencies. These are a mix of technical and professional practice, interpersonal, business and management skills. As an APC assessor / Preliminary assessor you have to ensure that only those who fulfill our ethical standards and professional and technical competency requirements become Members of RICS. It is vital to our professional status and credibility that the assessment process is consistent worldwide and to guard RICS’ unique role in acting for the public interest.

培訓目的
皇家特許測量師學會（Royal Institution of Chartered Surveyors，簡稱RICS）是一家國際專業機構，在土地、房地產、營建和基礎建設領域對專業人士授予專業資格認可。專業勝任能力評核(Assessment of Professional Competence, 簡稱APC) 旨在確保全球候選人具備特許測量師的專業水準。RICS勝任能力要求不只是工作任務或職能的羅列，也包括態度和行為表現。這些能力是專業實務經驗、人際關係、商業和管理技能的融合，RICS認為這些技能是所有特許和技術測量師共有的，而且也是必須具備的能力。APC面試考官或初評考官任務在於，確保候選人在職業道德、專業素養和相關技能達到要求，有資格成為RICS的一員，維持全球一致的評核標準和流程，以捍衛我們獨特的角色: 維護公眾利益，恪守皇家特許之諾。
